By-Laws of the Wan Hua Alumni Association

1. The duration of a term for officers shall be one year. No Offiers shall serve more than two terms unless otherwise approved by a two-third majority of the members.

2. Officers /Members shall not use the Association's mailing lists or other types of lists for any purposes other than promoting the Association's business.

3. Any Officer who is found to have seriously broken the Association's rules may be forced to relinquish his/her position by a simple majority of the members.

4. The Association may consider propositions that are jointly sponsored, duly signed and submitted by 5 or more members. If the propositions are approved by the majority of the members, they shall be incorporated into the by-laws of the Association.

5. The Association shall maintain a Web site at a cost of approximately $10 a month.

6. It shall be an Association policy to encourage members' spouses and children to actively participate in the Association's activities/events.

7. Officers shall obtain prior approval from the Board of Directors on purchases of goods or services that exceed $200 in value.

8. Officers/members shall not in any way make the Association responsible for any unlawful act or wrongdoing.

9. Officers shall not enter into any financial agreements with any party or company without proper authorization from the Board of Directors to do so.

10. The Association shall admit former students of Government High School Ahlone No. 6 (formerly Catholic Anglo Chinese School) and Government High School Ahlone No. 3 (formerly St. Emilie's Convent) as members.


Wan Hua Presidential Election & Election Rules

As Felix Chin's current term as the Association's President is coming to an end in November 2006, an election of new President has been scheduled for Sunday, November 5, 2006, at 2:00 p.m. at the Scanlan Hall of the St. Thomas More Church. This election will be a two-step process. First, Wan Hua alumni will nominate candidates for President. Second, Wan Hua alumni will directly elect one of the candidates (nominees) on the list to be President of the Association. In addition to the new candidates, this list of candidates (nominees) shall automatically include the incumbent, Felix Chin, unless he officially declares that he is not interested in getting re-elected for a second term and requests in writing that his name be removed from the candidates list.

All former students of Catholic Anglo Chinese School and St. Emilie's Convent (both within and outside the U.S.) are requested by the Wan Hua Alumni Association to send in their nominations for the Presidency, either by mail or simply by e-mail. If you would like to e-mail your nomination, please send your e-mail to wanhuaorg@yahoo.com. Deadline for sending in your nominations is Saturday, October 28, 2006. No late mail or late e-mail will be accepted.

Once the nominations are in, we will create a list of candidates (nominees) and post it on this website. Then on the day of election on Sunday, November 5, 2006, every Wan Hua alum who shows up at the Scanlan Hall of the St. Thomas More Church between the hours of 2:00 p.m. and 3:00 p.m. will be issued a ballot with the names of the candidates on it. They will circle the name of their favorite candidate and then cast their votes in a designated ballot-box.

Candidates (nominees) for President must be present at the election to get elected as President. Likewise, alumni have to be present at the election site to have their votes counted. If a candidate is elected for President and he or she is later found to be absent from the election, the President-elect shall be disqualified from taking office as President and the candidate who place second in the election will be made President instead. We will not accept absentee votes under any circumstances. Neither will we issue ballots to those who show up at the election site after 3:00 p.m. that day. There will be no exceptions to this rule. The votes will be tallied on site by volunteers at the end of the election. The candidate who gets the most votes at the election will be announced and he/she will take office as President of the Wan Hua Alumni Association for a two-year term.

There are no restrictions as to whom you can nominate for President. You may nominate yourself or basically any Wan Hua alum who will devote his time and energy to the running of the Association (holding monthly meetings is one of President's responsibilities). Or you may nominate any one of the currently-serving Officers or Directors.

Once we have elected a Wan Hua alum as President, the new President will appoint his/her Vice-President and Officers from the pool of Wan Hua alumni within a week. In the event that the new President chooses not to appoint his/her Vice-President or Officers, he/she may ask the Association to help in nominating and appointing alumni to those positions. In that case, the Association will immediately start the process of nominating alumni for Vice-President's and Officers' positions and hold the election of Vice-President and Officers on the following Sunday, November 12, 2006. Then the same election rules that we use in nominating and electing President shall be applicable to the election of Vice-President and Officers. Therefore, depending on the situation, we may or may not have a supplementary election on Sunday, November 12, 2006.

Once we have elected alumni to the positions of Vice-President and Officers, we will elect Members of the Board of Directors. Using the same process as in the election of President, our alumni will nominate and elect their fellow alumni to be Members of the Board of Directors. The President shall refrain from participating in the nominating and electing of Members of the Board of Directors. This is necessary to preserve the independent status of the Board.
